File 61702corrjul.CSV has timestamp error:
- multiple records with same timestamp
- timestamp changes every ~4.5 minutes
- time when jump occurs is the correct time
- data are still ~3-sec averages in each record

File61702corrjul_fixtime.csv
- timestamp error fixed by interpolating across valid timestamps
