This is a question for David Victor: In your talk you suggested that Kyoto protocol would never work because it tried to include too many countries. There are also many other fundamental problems with the protocol, but it seems to me that despite these flaws the Kyoto protocol did a very good job of bringing global warming issues into the public conscience. Do you think that the US denouncement of the protocol hurt the overall public perception of climate change or did it help this by creating controversy and making this a bigger news item than it might have been otherwise?

This is a question for David Victor. Could you expand on your response about RGGI in New England-- it would seem from the outside to be an example of a small group starting to act, as you mentioned might be effective?  I have heard that policies at the state level have often driven policies later on at the national level in the interest of homogenization of policy across states.  thanks.

Question for David Victor: Do you think that by pulling out of the Kyoto Protocol the US mobilized the other members to ratify it in spite of its withdrawal?
