It has been surmised that the regulation of greenhouse gas emissions has been rather like a game of "chicken" where the most successful player is the one who appears to be the most unreasonable. Being unreasonable, the U.S. govt. will "win" by being able to free-ride -- it will reap the same benefits as the rest of the globe (from Kyoto-based decreased GHG emissions) while not having to contribute at all. It is possible that the Bush administration managed to mobilize the ratification of Kyoto and win at chicken, all at the same time?
